Update 13 will be released on April 14, 2014. There are some changes that you may or may not like. Some older areas have been redone: Misty Mountains and Goblintown; North Downs; Trollshaws. There is also some new material. One is "The Flooding of Isengard". Other areas of change listed are: Storage; Mail; Classes; and more.
There is also an new listing in the LotRO forums. In the Servers section of the forums, the last listing is Bullroarer (Public Test Server). We can now read this forum, and see what is being discussed without being on the test server itself. Bullroarer Forum has the Preliminary Release Notes for updates. Please go there to see what possible changes will be made to the live servers. Should you not like something in the preliminary notes, there is another forum in a section above the Servers section that is for player feedback.
